Below are financing programs to help relocating companies generate a prepared, skilled workforce, and local businesses with a desire or need to increase competitiveness, improve the knowledge base of their employees. Salary level, job creation, and type of business are significant to eligibility.  Program information is provided by the PA Department of Community and Economic Development (DCED).  Visit DCED’s website for specific program guidelines.

Customized Job Training Grant (CJT)
Grant funds for specialized job training to existing or newly hired employees.

Guaranteed Free Training Program
Basic skills and information technology training for new employees and new and expanding businesses.

Workforce Investment Act of 1998 (Title 1)
A federal program that provides job training to eligible individuals.


GUARANTEED FREE TRAINING PROGRAM
Eligibility
• Manufacturing businesses
• Technology-based businesses
• Information technology
• PA businesses other than point of sale/retail
Eligible Uses
Basic skill:
• Basic and entry level skills training
Information technology:
• Advanced Information technology training
• Introductory level training, such as word processing, etc. is not eligible
Amounts
• Basic: Up to $450 per trainee and $100,000 per company
• Information technology: Up to $700 per trainee and $50,000 per company
Terms
• Trainees must be residents of PA and be employed in PA
Basic skill:
• Participating trainees must earn more than 150% of current minimum wage
Information technology:
• Trainees must earn at least 150% of current minimum wage
• Training for existing information technology employees

• Job search and placement
• Skills assessment and evaluation
• Counseling
• Training services for individuals and companies
• Supportive services
• Labor market information
Amounts
• Up to 50% of wage rate for employees while in training on on-the-job training programs
• Up to actual costs of classroom training, training/related and support services
Terms
• Reimbursement varies by local workforce investment area
